Job Description

The Building People, LLC, has a position open for a full-time Jr. Environmental Protection Specialist, with an active Top Secret Clearance. The Entry Level Environmental Protection will serve as an Environmental Protection Assistant performing a variety of technical support and assistance work in connection with the operation of the FBI environmental programs at Redstone Arsenal. This work may take the form of assisting higher-level environmental personnel in an area of assignment or it may involve independent performance of limited assignments in a prescribed segment of an environmental program. This work requires the ability to apply established instructions, rules, regulations, and procedures relevant to environmental protection activities. The work requires extensive knowledge of the applicable environmental programs, procedures, operations, and practices to carry out tasks, procedures, and/or computations that can be performed by application and adaptation of standardized techniques and methods and use of practical judgment with only an elementary grasp of the basic principles of environmental protection work. Responsibilities include, but not limited to:

  • Assists in the development, implementation, and management of the installation and Reserve Centers environmental programs which are designed to be in accordance with the National Environmental Policy Act (NEPA), FORSCOM and HQDA policies, the Environmental Protection Agency (EPA) directives, Federal Register, Code of Federal Regulations, and the State of Alabama regulations. This may be accomplished by gathering information, performing literature searches and varied data collection, tracking, computing and summarizing of data. Assists in the development, coordination, preparation and management of environmental plans, reports, and correspondence. Assists in investigating and responding to allegations of environmental pollution and disturbance. Assist in the conduct of pollution abatement, monitoring and sampling projects and inspections, surveys, inventories, audits and other field work.
  • Assists with inspections and investigations of specific incidents or on-going operations relative to compliance with a variety of programs, which may include but are not limited to hazardous materials handling, hazardous waste management, hazardous waste disposal, contaminated soil programs, storm water management, natural resources, land use, efficient utilization of resources, and similar areas of concern. The work requires assessment of plans and actions as they effect natural resources and environmental quality. The employee will assist with preparation of formal reports of findings and makes recommendations for corrective action.
  • Performs scientific monitoring of soil, water, air, and other media identifying existing or potential environmental quality problems. Evaluates scientific data and other information,
    and recommends alternatives for action to prevent abuse and misuse of natural resources and environmental quality.
  • Provides professional and technical assistance to agency on environmental matters applicable to their operational requirements. The employee receives, schedules and carries out individual assignments and maintains appropriate logs and records required for quality control and assurance, and for work productivity analysis and planning.
  • Assists senior Environmental Protection Lead with Environmental Impact Assessments and assists with activity implementation of plan requirements of the National Environmental Policy Act (NEPA) and related local, state, and Federal land use and environmental regulations. The employee identifies anticipated adverse impacts and the alternatives necessary to prevent, abate, or mitigate those impacts. Assists in the followup or monitoring of actions implemented to assure that sponsors satisfactorily comply with constraints imposed during the NEPA process.
  • Participates in the development and implementation of a comprehensive environmental education and training program, which may include any one of the areas listed above. Assures that all significant areas of environmental management, which pertain to the area in question, are addressed. Keeps abreast of environmental requirements through selfstudy and attending various conferences and workshops within subject areas.
  • Participates in the development and implementation of a comprehensive data collection and management system to support day-to-day environmental management operations and reporting to activity management officials, high headquarters, and regulatory agencies. The system involves both manual and computerized records, which require a high degree of quality control and quality assurance to maintain the integrity of the various Environment Programs data and reports.
  • May be required to operate the hazardous waste turn-in facility to include identification of hazardous materials and waste. The employee labels, disposes, recycles, or make recommendations to responsible individuals in the unit on regulatory requirements and procedures. Employee maintains proper containers and supplies to support the turn-in facility and will perform site maintenance as required. The employee also participates in the hazardous materials spill plans, which includes recommendations on spill response equipment and spill notification procedures.
