Proposal Manager

5A (Monday-Friday)

Job Purpose:

The Proposal Manager will coordinate and produce the proposal (RFI, EN's, RFP etc) response while working with the proposal team to win.

The individual selected for this position will manage the implementation and improvement of the proposal process; establish initial bid strategy; manage proposal templates, develop Work Breakdown Structure (WBS), logging and archiving proposals; and determines proposal and project schedules with final determination on any changes.

Nature of Duties and Responsibilities:
  • Able to read and interpret requests for proposals (RFP) from diverse sources
  • Coordinate and review/edit proposal input from a variety of stakeholders
  • Maintain audit logs
  • Maintain detailed organized files
  • Coordinate extraction and interpretation of data
  • Develop and share compliance matrices, writing templates, outlines.
  • Monitor, review, and direct weekly proposal progress
  • Coordination of technical and management approaches, development of the cost volume
  • Strong oral and writing skills, including the ability to orally communicate technical and financial requirements, and the ability to compose documents or correspondence involving complex or technical information
  • Strong financial analytical background, including in the mathematics of finance and statistics to perform/present comprehensive cost analysis

  • Communication: Strong written English language skills; Able to make persuasive oral and visual communications to potentially adversarial audiences, resulting in a general level of acceptance by the target audiences and individuals.
  • Customer Focus (may be internal or external): Collect and incorporate key contributors input into the proposal and tailors to meet solicitation requirements; able to communicate to and manage cross functional teams
  • Problem Solving:Able to analyze situations and requirements without previous similar experience, and be able to plan a successful way forward.
  • Job specific skillsExperience with Pro-Pricer and Work Breakdown Structures. Knowledge of electronics development, manufacturing, and/or sustainment is a plus.
  • Leadership: Experienced in scheduling and running proposal kick-off meetings, facilitating key review meetings/final document review.
  • Innovation: Lead a team effort to improve business processes by removing waste and improve output quality.
  • Organization/Project Management: Coordinating proposal governance/sign off, production and delivery of a completed and compliant proposal; attention to detail; strong time management/prioritization skills;
Education and experience:
  • The ideal candidate will have a Bachelor's Degree in Business
  • 5+ years experience in Federal Government pricing (notably DoD requirements)
  • Expert with Microsoft office applications (Word, Excel, PowerPoint)
  • Must have knowledge of financial and costing of bids and proposals
  • Must be familiar with FAR 12Cost Reporting requirement
  • Knowledge of program management fundamentals would be beneficial.
  • Experience with SUGAR CRM is a plus.
  • Experience working in an ITAR environment is preferred.
