This opportunity is being offered by National Aerospace Solutions, the team selected by the U.S. Air Force to conduct Test and Operations Sustainment at the Arnold Engineering Development Complex (AEDC), Arnold Air Force Base, Tennessee. National Aerospace Solutions is a limited liability company comprised of Bechtel National Inc. (as lead company) and Sierra Lobo Inc. with teaming Subcontractors nLogic Inc. and Chugach Federal Solutions Inc. AEDC operates more than 55 aerodynamic and propulsion wind tunnels, rocket and turbine engine test cells, space environmental chambers, arc heaters, ballistic ranges and other specialized units located in six states. Many of the complex's test units have capabilities unmatched elsewhere in the United States; some are unique in the world. AEDC is one of three installations which are part of the Air Force Test Center (AFTC), one of six subordinate commands of the Air Force Materiel Command organization and an important national resource.

AEDC's mission is to conduct developmental test and evaluation for the Nation through modeling, simulation, ground, and flight test. Execution of the mission requires a large team of highly qualified and dedicated professionals from multiple technical disciplines to effectively accomplish the objectives of our test customers.

Job Duties:
  • Primary role as the Information Systems Security Manager for assigned Government IT system networks.
  • Provide direct reporting to TOS IS&T Cybersecurity Program Manager.
  • ISSM's and ISSO's responsibilities are to monitor and enforce cybersecurity compliance for systems.
  • Provide support and interaction with other TOS IS&T and ID&C organizations.
  • Work with Information System Security Engineer's (ISSE), Information System Security Officer's (ISSO) to effectively integrate test security information systems.
  • ISSM is responsible for SAP cybersecurity oversight of the assigned Government SAP IT systems and networks in order maintain the Authority to Operate (ATO).
  • Provide direction to the ISSO's and System Administrators of assigned Government IT system and networks.
  • Research policies and regulations and proactively interact with various agencies and levels of management, to establish and maintain accredited information system networks and systems.
  • Ensure Joint SAP Implementation Guide (JSIG) and other security related requirements are being met on Information Systems
  • Conduct RMF Certification Testing and setup for Information Systems to ensure functional/support for appropriate accreditation level.
  • Cybersecurity role is to provide solutions while maintaining compliance for each program.
  • Engage with and understand mission/program requirements from stakeholders.
  • Ensure Continuous Monitoring tasks are complete on schedule as defined as part of JSIG requirements.
  • Develop and maintain all Body of Evidence (BOE) for information system certification/accreditation/artifact documentation in accordance with mandated policies and SAP requirements.
  • Review Information Systems to identify potential security weaknesses, recommend improvements to amend vulnerabilities, implement changes, and document upgrades.
  • Ensure Cybersecurity requirements are consistently documented, maintained, evaluated and compliant for Government IT system networks including components of systems.
  • Support and remediate any issues with Government IT system networks outside of normal assigned shift.
  • Provide end user troubleshooting support for Government IT system networks that include computer hardware and software peripherals.
  • Support the use of common work processes and procedures within assigned function across the TOS contract.
  • Provide support to AEDC Customer and other contractors.
  • Periodically evaluates process and program effectiveness and takes action to maintain continuous improvement.
  • It is a condition of employment to wear company issued PPE (personal protective equipment) in accordance with supervisory direction and company policy.
  • Performs other duties as assigned.

Basic Qualifications:
  • Bachelor's degree in related field and a minimum of 5 years of progressive and relevant Cybersecurity experience. Additional progressive and relevant experience may be considered in lieu of formal degree.
  • Experience with the DoD NIST Risk Management Framework (RMF)
  • Current US Citizenship required.

Preferred Qualifications:
  • Active TS security clearance
  • Experience with JSIG, RMF, ICD 503, JAFAN 6/3, NIST 800, and NISPOM.
  • Skilled in oral and written communication.
  • CISSP certification
  • Skilled at building and maintaining personnel and customer relationships.
  • Ability to effectively manage multiple priorities.
  • CompTIA Security+ certification.
  • DoD8570/8140 compliant, IAT Level III or IAM Level II certifications.
  • 5 years of experience with Special Access Programs.
  • 5 years of experience with Risk Management Framework processes.
  • Prior DoD ISSM/ISSO experience.
  • Experience in any of the following roles: Red Hat Linux Sys Admin, Windows 10/11 Sys Admin, Information System Auditor, Information Systems Security Officer/Engineer, Data Security Analyst, Network Control Technician.
  • Experience with basic scripting in PowerShell and/or command prompt.
