Job Description

MINIMUM SKILLS & REQUIREMENTS:

  • Bachelor's degree with a focus in computer science, engineering, or a related field of study
  • 12+ years' of related, proven experience in technical management overseeing complex, multi-team projects of similar scale as the Contractor's proposed effort
  • Direct experience with software development and requirements management
  • Proven experience leading teams to develop new and existing products, solutions, and processes
  • Demonstrated ability to think and plan strategically while executing tactically
  • Experience with project logistics by managing and balancing project resources across multiple competing priorities. Including securing adequate resources needed by the teams to meet schedule
  • Communicates effectively and accurately convey status and identify, assess, and communicate risks
  • Strong written and oral communication skills, including the ability to express technical ideas to senior decision makers
  • Experience working with controlled engineering baselines

DESIRED SKILLS & REQUIREMENTS:

  • Master's degree with a focus in computer science, engineering, or a related field of study
  • 20+ years' of related, proven experience in technical management overseeing complex, multi-team projects of similar scale as the Contractor's proposed effort
  • Experience managing remote and distributing teams
  • Working knowledge of cyber testing or training
  • Experience working Government programs with controlled engineering baselines

PRIMARY DUTIES & RESPONSIBILITIES:

  • Based on broad objectives from management, identifies, defines, and solves complex technical problems related to RF systems requirements, design, development, integration, testing and/or fielding which require a high level of ingenuity and innovativeness. Encourages optimum design within project schedule and funding limitations.
  • Interacts frequently as the organizational representative with the customer in the collection and translation of customer requirements to defined specifications. Makes frequent contact with customers, team partners, subcontractors, and suppliers to obtain/exchange information, provide technical direction, and assist in the resolution of technical issues.
  • Develops and delivers complex technical presentations related to RF systems to high-level program management and customers. May lead major program and/or design reviews and major proposal activities.
  • Performs extensive research and complex analysis on a major project to enhance the technical and economic development of the product and/or service. Completed reports or studies may be deliverable engineering products to the customer. This includes providing theoretical expertise in one or more of the following areas:
    • Radio wave propagation
    • Digital signal processing
    • RF and/or digital hardware design and integration
    • Threat RF systems exploitation
    • Communications theory
    • Waveform development and modeling
    • Electronic Warfare systems
  • Provides functional and technical guidance to engineers. Typically provides leadership and technical direction for a project team.
  • Actively seeks new business opportunities in related technical areas. Identifies new customers and/or develops additional tasking with existing customers.
  • Additional responsibilities will vary based on specific areas of RF expertise
